Account and Application Technology Changes
In late June/early July, there are changes to the account and application technology that will impact people with MA, MinnesotaCare, and QHP coverage.
Starting June 27th, people who are likely MA or MinnesotaCare eligible can apply online by creating an account at https://mn.gov/portal/login/. If you already have MA or MinnesotaCare coverage, you do not need to do anything at this time; you will be asked to create an account at a future date. Watch your email or mail for information.
Starting June 30th, there will be a new MNsure system for QHP-eligible people. People with current QHP coverage will need to create an account in the new system to access MNsure information. Watch your email or mail for information.
Changes to Medicaid
On July 4, 2025, President Trump signed a bill into law that brings many changes to Medicaid, a federal health insurance program called Medical Assistance in Minnesota.
Is my health insurance going to be affected?
Only certain Medical Assistance enrollees will be affected.
Who will not be affected?
Most Medical Assistance enrollees will not be impacted by these changes if they:
- Get coverage based on a disability
- Are 65 or older
- Are 20 or younger
- Are pregnant
When do these changes happen?
- Nothing has changed yet.
- The first changes happen in October 2026, and most happen in January 2027.
Do I need to do anything?
- For now, you do not need to do anything different to keep your Medical Assistance.
- Visit http://www.mn.gov/dhs/mycontactinfo if you need to update your contact information.
- Watch your mail for an envelope with a circle in blue when it’s time to renew. Complete and return your renewal right away.

What are the changes, who is affected and when?
What: Change in eligibility for some immigrants
Who: Only certain lawful permanent residents, Cuban, and Haitian entrants, and Compact of Free Association (COFA) migrants will be eligible for Medical Assistance.
When: October 1, 2026
What: Work Requirements
Who: People ages 21 to 64 who do not have dependent children, are not pregnant and are not receiving Medical Assistance based on a disability.
When: January 1, 2027
What: More frequent renewals (every six months instead of once a year)
Who: People ages 21 to 64 who do not have dependent children, are not pregnant and are not receiving Medical Assistance based on a disability.
When: January 1, 2027
What: Shorter periods of retroactive coverage
Who: People who apply for Medical Assistance on or after January 1, 2027
When: January 1, 2027
What: Cost sharing on some services
Who: People ages 21 to 64 who do not have dependent children, are not pregnant and are not receiving Medical Assistance based on a disability.
When: October 1, 2028
